This bill, the International Maritime Pollution Accountability Act of 2023, would require the Administrator of the Environmental Protection Agency (EPA) to assess fees on shipping and other vessels based on their lifecycle carbon dioxide-equivalent emissions and criteria air pollutant emissions. The bill also establishes various grant and funding programs to support the modernization of the domestic maritime fleet, research and development of low-carbon maritime fuels and technologies, workforce development, and increased air monitoring in port communities. The fees collected would help fund these programs, as well as existing programs like the Clean Ports Program, the Port Infrastructure Development Program, and the National Oceans and Coastal Security Fund.
