This bill allows health care providers managing a medical home for public employees and their dependents under a contract with a public employer to provide a credit to the public employer towards the cost of the contract. It also allows the health care provider to refer public employees and their dependents who receive services through the medical home model to other providers with whom the health care provider has a contractual relationship. The bill requires an annual audit of the financial records related to billing and receipt of payments from the applicable health benefits program or plan, and it requires public employers participating in the State Health Benefits Program or the School Employees' Health Benefits Program to receive approval from the appropriate commission before entering into a new contract or an extension or renewal of an existing contract covered by this section. The bill takes effect immediately and is retroactive to July 1, 2022.
