This bill, the College for All Act of 2023, aims to establish a federal-state partnership to fully eliminate tuition and required fees for eligible students at public colleges and universities, as well as provide grants to private nonprofit historically Black colleges and universities and minority-serving institutions to eliminate tuition and fees for their eligible students. The bill also makes improvements to the Federal Pell Grant program, establishes inclusive student success grants, increases funding for TRIO and GEAR UP programs, and increases investments in historically Black colleges and universities, tribal colleges or universities, and other minority-serving institutions.
