This bill establishes a commission to study and develop proposals for lineage-based reparations programs in the Commonwealth of Massachusetts. The commission will examine the harms resulting from the institution of slavery, de jure and de facto institutional and systemic racism, and their lasting effects on the American Freedmen and their descendants. The commission will consult with the Permanent Commission on the Status of African Americans and develop proposals for various forms of reparations, including lump sum payments, yearly payments, victims' assistance funds, homeowners' assistance, tuition assistance, and tax credits. The commission will also create criteria for reparations program participants and a method for application. Within two years, the commission will submit a report of its findings and recommendations, along with draft legislation, to the state legislature.
