The institute's objectives would include identifying, developing, and distributing space resources, reducing technological risks, conducting research to maximize responsible use, and exploring how space resources could support and enable current and future space architectures, programs, and missions. The report would assess whether a virtual or physical institute would be most cost-effective and appropriate, and whether partnering with institutions of higher education, the aerospace industry, and the extractive industry would be effective in advancing the institute's objectives.
