This bill amends the Public Health Service Act to ensure the consensual donation and respectful disposition of human bodies and body parts donated or transferred for education, research, or the advancement of medical, dental, or mortuary science, and not for use in human transplantation. The key provisions include: requiring registration with the Secretary of Health and Human Services for those who acquire and sell for profit whole human bodies or body parts in interstate commerce, with some exceptions; establishing record-keeping and labeling/packaging requirements for registered entities; limiting the use and disclosure of donor information; and requiring proper disposition of donated bodies and parts, either by returning them to the donor's relatives or in accordance with the donor's instructions, or by transferring the obligation to another entity.
