This bill, the Expanding Access to Family Planning Act, aims to provide enhanced funding for family planning services. The key provisions include: 1. Establishing a Title X Clinic Fund, administered through the Office of the Secretary of the Department of Health and Human Services, to provide expanded and sustained national investment in clinics providing family planning services supported under Title X of the Public Health Service Act. 2. Requiring that all pregnancy counseling provided at Title X clinics receiving funding under this bill be nondirective, and that patients with a positive pregnancy test be given the opportunity to receive neutral, factual information and nondirective counseling on all options, including prenatal care, adoption, and pregnancy termination, except for any option about which the patient indicates no interest.
