This bill: The Farm Workforce Modernization Act of 2023 establishes a new certified agricultural worker status that allows certain agricultural workers who were present in the United States before the introduction of the bill to obtain temporary legal status and eventually apply for permanent residency. The bill also reforms the H-2A temporary agricultural worker program by streamlining the application process and making other changes, and provides funding for farmworker housing preservation and construction. Additionally, the bill requires mandatory electronic employment verification for the agricultural industry and establishes a new electronic employment verification system that replaces the existing E-Verify program. The Strategy and Investment in Rural Housing Preservation Act of 2023 provisions establish a permanent USDA program to preserve and revitalize multifamily rental housing projects financed under sections 514 and 515 of the Housing Act of 1949, provide rural housing vouchers for certain low-income households, and authorize additional funding for new farmworker housing.
