This bill, the Summer Meals Reaching Every Area's Child Hunger Act of 2023 or the Summer Meals REACH Act of 2023, amends the Richard B. Russell National School Lunch Act to eliminate certain requirements under the summer food service program for children. Specifically, it allows for non-congregate meals, makes all children eligible to participate in the program, and requires the Secretary to conduct food service monitoring either on-site or off-site. The bill also removes the requirements that meals be served only to children in certain areas and that payments under the program be reduced for meals served to children who are not eligible for free or reduced-price meals.
