This Resolution establishes the Pennsylvania State Flag Commission, a group tasked with studying the history of the current Pennsylvania State flag, which is described as having a blue background with the State coat of arms and yellow silk fringe, and is noted as being indistinguishable from many other state flags due to its use of a seal on a blue background. The commission will solicit design submissions for a new State flag from the public, considering principles of good flag design such as simplicity, meaningful symbolism, limited colors, and distinctiveness, and will ultimately recommend changes or a new design to the General Assembly. The commission will be composed of members appointed by legislative leaders, representatives from the Pennsylvania Council on the Arts and the North American Vexillological Association (a group that studies flags), and members of the public appointed by the Governor, and will operate without compensation for its members, with expenses shared by the Senate and House of Representatives, and will submit a final report within 12 months.
