This bill provides for several public safety enhancements in the District of Columbia: It establishes a Safe Commercial Corridors Program to provide grants to eligible organizations to promote public safety and health through evidence-based activities in commercial districts. It also creates a 2-year demonstration program to install emergency communication and video surveillance systems at or near transit locations to increase safety. The bill requires the Office of Unified Communications to collect and publicly post data on call handling and response times. It amends the Department of Youth Rehabilitation Services Act to enhance information sharing about youth in custody, and requires the Department to inform the Attorney General and youth's counsel when a youth is released, escapes, or absconds. The bill also revises the Freedom of Information Act to clarify redaction requirements for police disciplinary records. The legislation expands the Advisory Commission on Sentencing, increases penalties for certain firearm and violent crimes, and enhances protections and services for crime victims. It also makes various other changes to criminal laws and procedures.
