This bill, the Survival Aid For Emergencies through Medicare Act (or SAFE through Medicare Act), aims to amend the Social Security Act to provide coverage of medically necessary home resiliency services under Medicare. The key provisions include: 1. Adding coverage for "home resiliency services" - items and services that the Secretary determines are medically necessary for individuals who are medically at-risk in the event of a climate or man-made disaster, such as heat pumps, solar batteries, and energy-efficient cold storage. 2. Requiring the Secretary, in consultation with various agencies, to establish a process to determine the conditions under which an individual would be considered medically at-risk, based on factors like geography-specific climate risks, history of disasters, and medical equipment/supply needs. 3. Providing 100% Medicare coverage for the cost of these home resiliency services, up to the lesser of the actual charge or the amount determined under a fee schedule established by the Secretary. The goal of this bill is to help Medicare beneficiaries who are medically vulnerable prepare their homes for potential climate or disaster events, to ensure they can maintain their health and access to necessary medical equipment and supplies during such emergencies.
