This bill requires owners or operators of public community water systems to perform certain tests for Legionella bacteria. Specifically, it mandates that they test water from the system side of selected service lines at least once every three months, and test water from water system facilities (such as storage tanks, treatment plants, and water mains) each month. The tests must be conducted using best practices developed by the Department of Environmental Protection (DEP), and the results must be reported to the DEP. If test results exceed the applicable standard for Legionella bacteria, the water system owner or operator must notify affected customers and take steps to remove the excessive levels within six months. The bill also authorizes the DEP to promulgate rules and regulations to implement these provisions, including defining the acceptable concentrations of Legionella bacteria in drinking water.
