This bill, the Unauthorized Spending Accountability Act, establishes a recurring three-year budgetary level reduction cycle for any "unauthorized program," which refers to a program or activity where the authorization of appropriations has expired. Under this bill, the budgetary level for such programs would be immediately reduced by 10% in the fiscal year following the expiration of the authorization, and then by an additional 15% in the second and third years if the program remains unauthorized. If a program is still unauthorized after the third year, it would be terminated, with any unobligated funds remaining available for recording, adjusting, and liquidating valid obligations. However, the bill provides an exemption from the budgetary level reductions if the program is reauthorized during the fiscal year, as long as the reauthorization includes a sunset provision of no more than three years.
