This bill amends the Public Health Service Act to establish the PHEMCE (Public Health Emergency Medical Countermeasures Enterprise) Advisory Committee. The key provisions include: 1. Requiring the Advisory Committee to meet regularly, hold in-person meetings, and communicate its activities and decisions to Congress and the PHEMCE.
