This bill requires a purchaser of any firearm, rifle or shotgun to submit to a mental health evaluation and provide the seller with proof of approval to purchase such weapon. It amends the General Business Law, Mental Hygiene Law, and Penal Law to establish an administrative process for the mental health evaluation within the Office of Mental Health, and to make it a criminal offense to purchase or dispose of a firearm, rifle or shotgun without the required mental health evaluation approval.
