This bill enacts a uniform incident reporting system for the removal of students and other persons from classrooms and school property in New York. The system will create a registry that requires school districts, boards of cooperative educational services, and county vocational education and extension boards to annually report various details about these incidents, including the names of the school district, school, and teacher involved, the age and grade of the student, the reason for removal, the action taken by the school, and any disciplinary action against the student. The Commissioner of Education is required to report this information annually to the Governor, legislature, and Board of Regents, and to promulgate regulations to ensure the reports are uniform and protect student privacy.
