This bill prohibits libraries and library systems from banning books or other materials. It requires that in order to receive state aid, libraries and library systems must either adopt the American Library Association's Library Bill of Rights, which states that materials should not be removed due to partisan or doctrinal disapproval, or develop a written statement prohibiting the banning of books or other materials. Libraries and library systems have 90 days from the effective date of the bill to take one of these actions.
