This bill, the Healthy Poultry Assistance and Indemnification Act of 2023, amends the Animal Health Protection Act to provide compensation for poultry growers and layers located within a "control area" determined by the USDA's Animal and Plant Health Inspection Service. The compensation would be equal to the average income from the 5 most recent flocks of birds that the facility was prohibited from growing or laying during the period the control area was in effect, with certain limitations and exceptions. The compensation must be paid within 60 days of the owner's request, and owners who have previously received compensation for destroyed animals in the same control area during the same period would not be eligible for this additional compensation.
