This bill aims to develop the next generation of weather radar to replace the current Next Generation Weather Radar (NEXRAD) system used by the National Weather Service. It directs the Under Secretary, in consultation with the Director of the National Weather Service, to develop a plan to replace NEXRAD by September 30, 2040, and outlines specific elements to be included in the plan, such as estimates of improved coverage and accuracy, developing a prototype digital phased array radar, and establishing a weather surveillance radar testbed. The bill also allows the Director of the National Weather Service to utilize and contract with third-party entities to fill gaps in radar coverage and consider weather camera systems as viable technologies for supplementing gaps. Finally, the Under Secretary is required to provide periodic updates to Congress on the implementation of these provisions.
