This bill, the Gene Synthesis Safety and Security Act, requires the Secretary of Health and Human Services to update guidance on gene synthesis to account for scientific and technological advancements in mitigating the risk of unauthorized individuals or those with malicious intent from using nucleic acid synthesis technologies to obtain biological agents or toxins of concern. The guidance will include recommendations related to screening for potentially harmful sequences, verifying customer identity and legitimacy, using appropriate software and tools, ensuring compliance with existing regulations, implementing safeguards, and maintaining records. The Secretary will also maintain a public docket to solicit recommendations on potential sequences of concern, review and update a list of such sequences, and conduct a landscape review of gene synthesis providers and manufacturers to understand the domestic landscape. The Secretary will also provide technical assistance to support implementation of the guidance recommendations.
