This bill amends the Farm Security and Rural Investment Act of 2002 to improve the biobased markets program. Specifically, it requires federal agencies to annually increase their procurement of biobased products, establishes price premiums for different types of biobased products, and directs the federal government to update its procurement systems to better track and promote biobased product purchases. The bill also establishes a Biobased Task Force within the Department of Agriculture to coordinate programs and activities related to biobased products, and requires the Task Force to conduct a study and report on new opportunities to advance the research, development, promotion, marketing, and analysis of biobased products.
