This bill: Prohibits the Department of Transportation (DOT) from approving assessments or reimbursable agreements pertaining to funds appropriated to the operating administrations, unless the agencies have completed the normal reprogramming process for congressional notification. Requires the Secretary of Transportation to post on the DOT website a schedule of all Council on Credit and Finance meetings and record the decisions and actions of each meeting. Authorizes the DOT's Working Capital Fund to provide partial or full payments in advance and accept subsequent reimbursements from Federal agencies for transit benefit distribution services. Prohibits the DOT from using funds to provide retention or senior executive bonuses without prior written approval of the Assistant Secretary for Administration. Authorizes the DOT's Administrative Working Capital Fund to transfer information technology equipment, software, and systems from Departmental sources or other entities and collect and maintain a reserve at rates to return the full cost of transferred assets. Requires the Secretary to notify Congress 3 days before approving credit assistance under certain DOT programs. Rescinds unobligated balances from the Railroad Rehabilitation and Improvement Financing Program. Provides a set-aside for historically disadvantaged communities or areas of persistent poverty under the National Infrastructure Investments program for fiscal year 2024. Allows the Secretary to transfer certain funds awarded to Federally recognized Tribes to the Office of Tribal Government Affairs.
