This bill makes appropriations for the Department of the Interior, environment, and related agencies for the fiscal year ending September 30, 2024. * **Department of the Interior:** * **Bureau of Indian Affairs and Bureau of Indian Education:** Funds are available for Indian trust management and reform activities. Tribal Priority Allocation funds can be redistributed to address funding inequities, with no Tribe receiving more than a 10% reduction in fiscal year 2024, unless specific circumstances apply. * **Office of Surface Mining Reclamation and Enforcement:** Funds can be transferred from "no year" funds for assumption of regulatory authority if a primacy State is not carrying out Surface Mining Act provisions. * **Wildland Fire Management:** Funds are available for emergency reconstruction, replacement, or repair of damaged facilities, and for wildland fire suppression and rehabilitation. These emergency funds must be replenished by supplemental appropriation. * **Outer Continental Shelf Inspection Fees:** Various fees will be collected in fiscal year 2024 for inspections of offshore facilities and drilling rigs, deposited into the "Offshore Safety and Environmental Enforcement" account. * **Wild Horse and Burro Holding Facilities:** The Secretary of the Interior may enter into multiyear cooperative agreements and contracts (up to 10 years) for the long-term care and maintenance of excess wild horses and burros on private land. * **Appraisal and Valuation Services Office:** Funds can be used to establish higher minimum rates of basic pay for appraisers, up to 15% above normal rates. * **Prohibitions:** Funds are prohibited from being used to write or issue rules regarding the greater sage-grouse, or to implement rules related to the Bi-State Distinct Population Segment of greater sage-grouse. Funds are also prohibited from being used for preleasing, leasing, and related activities within certain National Monuments established prior to January 20, 2001, unless permitted by the establishing proclamation. Funds are prohibited from being used to accept or process applications for patents for mining or mill site claims filed after September 30, 1994, with exceptions for claims meeting specific criteria. Funds are prohibited from being used to implement or enforce certain rules related to the Northern Long-Eared Bat, the Dunes Sagebrush Lizard, the Salina Mucket and Mexican Fawnsfoot, and the North Cascades Ecosystem Grizzly Bear Restoration Plan. Funds are also prohibited from being used to finalize or implement the "Clean Water Act Section 401 Water Quality Certification Improvement Rule" or the "Revised Definition of ‘Waters of the United States’". Funds are prohibited from being used for the management of the Grand Staircase-Escalante National Monument except in compliance with its 2020 Resource Management Plans. Funds are prohibited from being used to finalize, implement, or enforce the proposed rule for "Fluid Mineral Leases and Leasing Process" or the draft Resource Management Plan for the Rock Springs RMP Revision. Funds are prohibited from being used for the establishment of a national monument in Colusa County, California, or Malheur County, Oregon. Funds are prohibited from being used to implement or enforce Presidential Proclamation 10606 regarding the Baaj Nwaavjo I’tah Kukveni-Ancestral Footprints of the Grand Canyon National Monument. Funds are prohibited from being used to implement the terms of a stipulated agreement related to expanded Rice's Whale protection efforts. Funds are prohibited from being used for the U.S. Geological Survey's Saline Lake Ecosystems in the Great Basin States Assessment and Monitoring Program, and for carrying out section 4 of the Modernizing Access to Our Public Land Act. Funds are prohibited from being used to place any limitation on the number of air tours at national parks. Funds are prohibited from being used to finalize, implement, or enforce the proposed rule for "National Emission Standards for Hazardous Air Pollutants: Ethylene Oxide Emissions Standards for Sterilization Facilities Residual Risk and Technology Review" unless the FDA certifies it won't adversely impact sterile medical product availability. Funds are prohibited from being used to implement or enforce the final rule "Endangerment and Cause or Contribute Findings for Greenhouse Gases Under Section 202(a) of the Clean Air Act." Funds are prohibited from being used to implement Executive Order No. 14057, Executive Order No. 14008, or section 6 of Executive Order No. 14013. Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "New Source Performance Standards From Fossil Fuel-Fired Electric Generating Units." Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "Greenhouse Gas Emissions Standards for Heavy-Duty Vehicles-Phase 3" or "Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles." Funds are prohibited from being used to develop or issue a final rule with respect to the proposed rule "Conservation and Landscape Health." Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "Endangered and Threatened Wildlife and Plants; Endangered Species Status for Salina Mucket and Mexican Fawnsfoot and Designation of Critical Habitat." Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "Reconsideration of the National Ambient Air Quality Standards for Particulate Matter." Funds are prohibited from being used to implement or enforce the final rule "Control of Air Pollution From New Motor Vehicles: Heavy-Duty Engine and Vehicle Standards." Funds are prohibited from being used for the American Climate Corps or the Solar For All competition. Funds are prohibited from being used for the shooting of cattle in the Gila National Forest or any other National Forest. Funds are prohibited from being used to implement Executive Order No. 14037, Executive Order No. 14057, or Executive Order No. 14096. Funds are prohibited from being used for the Environmental Financial Advisory Board of the Environmental Protection Agency. Funds are prohibited from being used to implement any recommendation from the Interagency Working Group on Mining Regulations, Laws, and Permitting. Funds are prohibited from being used to carry out powers granted under section 3063 of title 18, United States Code. Funds are prohibited from being used to give formal notification under, or prepare, propose, implement, administer, or enforce any rule or recommendation pursuant to, section 115 of the Clean Air Act. Funds are prohibited from being used to implement or enforce any plastic straw prohibitions. Funds are prohibited from being used to finalize or implement the "Ocean Justice Strategy." Funds are prohibited from being used to implement section 50262 of Public Law 117-169. Funds are prohibited from being used for environmental justice activities. Funds are prohibited from being used to implement any of the listed executive orders related to climate change or environmental justice. Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "National Emission Standards for Hazardous Air Pollutants: Coaland Oil-Fired Electric Utility Steam Generating Units Review of the Residual Risk and Technology Review." Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "Endangered and Threatened Wildlife and Plants; Revision of Regulations for Interagency Cooperation," "Endangered and Threatened Wildlife and Plants; Listing Endangered and Threatened Species and Designating Critical Habitat," or "Endangered and Threatened Wildlife and Plants; Regulations Pertaining to Endangered and Threatened Wildlife and Plants." Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "Management and Protection of the National Petroleum Reserve in Alaska." Funds are prohibited from being used to finalize, implement, or enforce the proposed rule "Amendments to the North Atlantic Right Whale Vessel Strike Reduction Rule." Funds are prohibited from being used to reduce the number of oil and gas leases issued by the Secretary of the Interior. Funds are prohibited from being used for community-scale ambient air monitoring by the Environmental Protection Agency. Funds are prohibited from being used to finalize or implement a Commercial Services Strategy for the Crab Island Area of the Gulf Islands National Seashore. Funds are prohibited from being used to implement or enforce Presidential Proclamation 10606. Funds are prohibited from being used for the U.S. Global Change Research Program. Funds are prohibited from being used to enforce any COVID-19 mask mandates. Funds are prohibited from being used to implement Executive Order No. 14008.
