This bill, titled the "Keep Your Coins Act of 2023," prohibits federal agencies from restricting the use of convertible virtual currency (a medium of exchange that has an equivalent value as currency or acts as a substitute for currency) by a person to purchase goods or services for their own use. Specifically, the bill prevents federal agencies from prohibiting, restricting, or impairing a covered user's (a person who obtains convertible virtual currency to purchase goods or services on their own behalf) ability to use convertible virtual currency or its equivalent for their own purposes, such as purchasing real or virtual goods and services, or to self-custody digital assets using a self-hosted wallet (a digital interface under which the owner retains independent control over the convertible virtual currency).
