A bill to require the Chief Data and Artificial Intelligence Officer of the Department of Defense to develop a bug bounty program relating to dual-use foundational artificial intelligence models.

This bill requires the Chief Data and Artificial Intelligence Officer of the Department of Defense to develop a bug bounty program for foundational artificial intelligence (AI) products being incorporated by the Department. The bill allows the Chief to collaborate with other government agencies with expertise in cybersecurity and AI, and authorizes the Chief to carry out the program. It also requires the Department of Defense to ensure that any contracts it enters into allow for participation in the bug bounty program. The bill does not mandate the use of any foundational AI product or the implementation of the bug bounty program in order to incorporate such products. The Chief is also required to provide a briefing to congressional defense committees on the development and implementation of relevant bug bounty programs, as well as long-term plans for such programs.
