This bill, the Mid-South Oilseed Double Cropping Study Act of 2023, requires the Federal Crop Insurance Corporation (the Corporation) to conduct research and development on the inclusion of certain oilseed crops, specifically rapeseed and canola, in double cropping policies under the Federal Crop Insurance Act. The research must evaluate the economic and environmental benefits, as well as the potential risks, of incorporating these oilseed crops into double cropping policies, particularly with respect to winter-planted crops and their impact on soil health, biodiversity, and farm profitability. The Corporation is required to submit a report to Congress within 13 months detailing the research findings and any recommendations.
