This bill provides for the appointment of a Special Envoy for Belarus within the Department of State. The Special Envoy's central objective is to coordinate and promote efforts to improve respect for human rights in Belarus, sustain focus on the national security implications of Belarus's political and military alignment, and respond to the impacts of events in Belarus on neighboring countries. The Special Envoy will engage with Belarusian officials, support international efforts to promote human rights and political freedoms, consult with non-governmental organizations, make recommendations on funding activities, review strategies for improving human rights protection, and work to sustain focus on the political situation in Belarus. The position of Special Envoy shall be full-time, not combined with any other position, and only exist while US diplomatic operations in Belarus are suspended. The Secretary of State must submit annual reports on the Special Envoy's activities for 5 years, and the position will terminate after 5 years.
