This bill aims to amend Title 46 of the United States Code to include the replacement or purchase of additional cargo handling equipment as an eligible purpose for Capital Construction Funds. This would allow marine terminal operators to use these funds, which are normally reserved for vessels, to also acquire cargo handling equipment manufactured in the United States or, if not available domestically, from outside the U.S. The bill also defines key terms like "cargo handling equipment" and "marine terminal," and includes provisions to prohibit the use of these funds for fully automated equipment that could result in job losses, as well as equipment manufactured in China. Additionally, the Secretary is required to annually publish information on the availability of U.S.-made cargo handling equipment.
