This bill makes appropriations for the Department of Defense for the fiscal year ending September 30, 2024, and for other purposes. * **National Defense Stockpile Transaction Fund:** $207,629,000 from the National Defense Stockpile Transaction Fund, available until September 30, 2026, for activities related to the Strategic and Critical Materials Stock Piling Act. * **Ukraine Security Assistance Initiative:** $300,000,000 from Operation and Maintenance, Defense-Wide, available until September 30, 2025, for assistance to Ukraine, including training, equipment, and logistics support. * **International Security Cooperation Programs:** $1,316,031,000 from Operation and Maintenance, Defense-Wide, available until September 30, 2025, for programs supporting foreign security forces for counterterrorism, crisis response, and building partner capacity. * **Enhanced Border Security for Partner Nations:** $370,000,000 from Operation and Maintenance, Defense-Wide, available until September 30, 2025, to reimburse Jordan, Lebanon, Egypt, Tunisia, and Oman for enhanced border security. * **Taiwan Security Assistance:** $1,100,000,000 from Operation and Maintenance, Defense-Wide, available until September 30, 2025, to assist and support the armed forces of Taiwan, including replacement of defense articles and military education and training. * **Readiness Improvement:** $3,300,000,000 appropriated to the Department of Defense for transfer to operation and maintenance accounts of the Army, Navy, Marine Corps, Air Force, and Space Force to improve military readiness. * **Defense Industrial Base Capacity:** $1,000,000,000 appropriated to the Department of Defense for transfer to procurement and research, development, test and evaluation accounts of the Army, Navy, Marine Corps, Air Force, and Space Force to address defense industrial base capacity and workforce shortfalls. * **Unfunded Priorities:** $2,000,000,000 appropriated to the Department of Defense for transfer to operation and maintenance, procurement, and research, development, test and evaluation accounts to address unfunded priorities of the armed forces and combatant commands. * **Higher Fuel Costs:** An increase of $500,000,000 to title II of the Act to address higher than anticipated fuel costs. * **Cooperation with Africa and Southern Commands:** $400,000,000 appropriated to the Department of Defense for transfer to operation and maintenance, procurement, and research, development, test and evaluation accounts to expand cooperation, share operational information, advance interoperability, and improve capabilities of allies and partners in Africa and Southern Command areas of operation. * **Israeli Cooperative Programs:** $500,000,000 from Procurement, Defense-Wide and Research, Development, Test and Evaluation, Defense-Wide for various Israeli defense systems, including Iron Dome, Short Range Ballistic Missile Defense, and Arrow 3. * **Shipbuilding and Conversion, Navy:** $1,390,093,000 available until September 30, 2024, to fund prior year shipbuilding cost increases for various Navy programs. * **United Service Organizations (USO):** $24,000,000 appropriated to the Department of Defense for grants to the USO. * **Civil Air Patrol Corporation:** $69,000,000 for the Civil Air Patrol Corporation, with specific amounts from Operation and Maintenance, Air Force; Aircraft Procurement, Air Force; and Other Procurement, Air Force. * **Working Capital Fund, Army:** $120,000,000 to maintain competitive rates at arsenals. * **Environmental Mitigation on Indian Lands:** Not less than $12,000,000 from Operation and Maintenance, Defense-Wide, for mitigation of environmental impacts on Indian lands resulting from Department of Defense activities. * **Relocatable Military Housing for Indian Tribes:** Relocatable military housing units from Grand Forks, Malmstrom, Mountain Home, Ellsworth, and Minot Air Force Bases are to be conveyed at no cost to the Air Force to Indian tribes in specified states. * **Asia Pacific Regional Initiative Program:** Up to $13,809,000 from Operation and Maintenance, Navy, for the United States Indo-Pacific Command to execute Theater Security Cooperation activities. * **Joint Department of Defense-Department of Veterans Affairs Medical Facility Demonstration Fund:** Up to $172,000,000 from Operation and Maintenance for the Defense Health Program to be transferred to this fund. * **National Defense Reserve Fleet:** $142,008,000 from Shipbuilding and Conversion, Navy, available until September 30, 2028, for the purchase of two used sealift vessels. Additionally, $667,508,000 from Operation and Maintenance, Navy, is available until expended for purposes related to the National Defense Reserve Fleet. * **Software and Digital Technology Pilot Programs:** Funds appropriated under title IV of the Act for specific Software and Digital Technology Pilot programs, including Defensive CYBER, Risk Management Information, and others. * **Defense Innovation Acceleration:** Funds appropriated under Research, Development, Test and Evaluation, Defense-Wide for new start defense innovation acceleration or rapid prototyping program demonstration projects valued over $5,000,000.
