This bill, the "Mahsa Amini Human rights and Security Accountability Act" or the "MAHSA Act", would impose sanctions on the Supreme Leader of Iran, the President of Iran, and their respective offices for human rights abuses and support for terrorism. The bill would require the President to determine which foreign persons meet the criteria for sanctions and submit a report to Congress on those determinations. The bill would also modify and extend the Sanctioning the Use of Civilians as Defenseless Shields Act, which imposes sanctions on foreign persons involved in the use of civilians to shield military objectives from attack. Additionally, the bill would authorize the President to impose sanctions on foreign persons engaged in significant cyber-enabled activities that threaten U.S. national security, foreign policy, or economic stability, and would require the imposition of sanctions on foreign persons who threaten violence against current or former U.S. government officials. The bill includes several exceptions, such as for the importation of goods, compliance with international obligations, and humanitarian assistance.
