This bill amends the Pennsylvania Consolidated Statutes to add a new chapter that requires insurers to provide bi-annual notices to their members and insureds explaining the coverage for addiction treatment services under their policies or plans. The notices must be concise, easy to understand, and cover key information such as the types of covered addiction treatment services, the lengths of stay available, the process to access services and file appeals or grievances, and information on accessing public funding if necessary. The bill also gives the Department of Drug and Alcohol Programs and the Department of Insurance authority to review and approve the notice language, as well as impose administrative penalties on insurers that fail to comply with the notice requirement.
