This bill proposes to provide sentencing parity in criminal law. It amends the existing law to strike out language that categorizes killings during the commission or attempted commission of a crime punishable with death or life imprisonment as murder. Instead, the bill specifies that a killing during the commission or attempted commission of a crime punishable with life imprisonment shall amount to murder only for the principal perpetrator who is directly responsible for the killing and acts with the same malice as required for murder not done in furtherance of another offense. The bill also includes provisions regarding the punishment for those who aid in the commission of a killing or are accessory to it before the fact.
