This bill amends the Public School Code of 1949 to require each school entity (including school districts, public schools, intermediate units, charter schools, cyber charter schools, regional charter schools, and area career and technical schools) to develop and implement a written comprehensive school counseling plan. The plan must be implemented by a Pennsylvania-certified school counselor or counseling team, utilize nationally and state-recognized counselor frameworks, and be reviewed and updated annually. The plan must include components for foundation, management, delivery, and accountability, and guide students in academic, career, and social-emotional learning. The bill also requires school counselors to spend at least 80% of their time providing direct and indirect services to students, with the remaining 20% allocated for administrative activities. The Department of Education is tasked with monitoring implementation and compliance, and providing support to school entities.
