This bill establishes the Harmony Commission to study and make recommendations related to the welfare and best interests of children in care and protection cases. The commission will consist of various stakeholders, including legislators, government officials, child advocates, and professionals with experience in the child welfare system. The commission will review relevant laws, regulations, and policies, examine how these cases disproportionately impact certain groups of children, analyze ways to ensure the rights of parents and children while prioritizing the well-being and safety of children, and study sibling visitation rights. The commission will hold public hearings, solicit public comments, and submit a report of its findings and recommendations to the legislature, governor, and chief justice of the juvenile court by January 1, 2024.
