This bill, the DIRECT Care for the Homeless Act of 2023 or the Delivering Integral, Rehabilitating, Empathetic, Comprehensive and Targeted Care for the Homeless Act of 2023, aims to improve the provision of health care to unsheltered homeless individuals. It establishes a Street Medicine Pilot Program to provide payments to providers in eligible cities and counties (those with a homeless population of 150 or more per 100,000 residents) for furnishing medical services to unsheltered homeless individuals. The bill also includes provisions for federal loan repayment programs for health care professionals practicing street medicine, a pause on student loan payments and interest for those serving in medical or residency programs focused on street medicine, and new standards for homeless shelters to provide menstrual products and security cameras.
