Bill Summary

A bill to require the collection of certain residential and demographic information of incarcerated individuals and to require the information to be reported in a certain manner; and to provide for the powers and duties of certain state officers and entities.

AI Summary

This bill requires the Michigan Department of Corrections to collect the pre-incarceration address and demographic data (race, Hispanic/Latino origin, and age over 18) of incarcerated individuals at the time they enter incarceration. The Department must provide this information to the Independent Citizens Redistricting Commission, along with the geographic unit (census area) containing the correctional facility, after each federal decennial census. The bill also requires the Michigan Department of State to request a report from the U.S. Department of Justice on the pre-incarceration addresses and demographic data of individuals incarcerated in federal facilities or under federal supervision on the census date, and provide that information to the Commission. The Commission may consider this information when proposing new district boundaries, but the information cannot be used for fund distribution purposes.
