This bill directs the Department of Homeland Security (DHS) to develop a strategy to bolster security against threats posed by "ghost guns" - privately made firearms that lack a serial number. The bill requires DHS to identify activities related to ghost guns across the department and with federal, state, local, tribal, and territorial partners to improve prevention, preparedness, and response to homeland security threats such as terrorism or targeted violence. It also amends an existing law to require DHS to report on the use of ghost guns and unfinished firearm parts by foreign terrorist organizations or individuals planning acts of terrorism or targeted violence. Additionally, the bill mandates several other DHS component agencies, including the U.S. Secret Service, Transportation Security Administration, and U.S. Immigration and Customs Enforcement, to conduct research, reporting, and other activities related to addressing the threat posed by ghost guns.
