This bill, called the Affordable Care and Comprehensive Economic Support through Savings Act (or the ACCESS Act), allows individuals enrolled in high-deductible health plans through the Health Insurance Exchanges to elect to receive contributions to their health savings accounts (HSAs) instead of reduced cost-sharing (lower deductibles, copays, etc.) provided under the Affordable Care Act. The bill requires health insurance issuers to make monthly payments to the enrollee's HSA equal to the actuarial value of the reduced cost-sharing, and the government will reimburse the issuers for these payments. The bill also includes provisions to restrict the use of HSA funds received through this program and to coordinate the HSA contributions with the premium tax credit. Additionally, the bill requires Exchanges and issuers to provide information to consumers about this HSA contribution option.
