This bill, the Clean Energy Victory Bond Act of 2023, directs the Secretary of the Treasury to issue "Clean Energy Victory Bonds" to fund clean energy projects at the federal, state, and local levels. The bill establishes a "Clean Energy Victory Bonds Trust Fund" to finance initiatives such as energy efficiency upgrades, clean energy deployment, grid enhancements, and zero-emission vehicle infrastructure. At least 40% of the funds must be spent on projects in disadvantaged and vulnerable communities. The bonds will be issued as savings bonds and are backed by the full faith and credit of the United States, with the goal of encouraging public investment in clean energy and job creation.
