This bill, the Housing Alignment and Coordination of Critical and Effective Supportive Health Services Act or the Housing ACCESS Act, directs the Secretary of Health and Human Services to provide guidance to state Medicaid agencies, public housing agencies, Continuums of Care (local homeless service planning bodies), and housing finance agencies on connecting Medicaid beneficiaries with housing-related services and supports under Medicaid and other housing resources. The guidance must include information on simplifying cross-sector coordination, developing memoranda of understanding to align eligibility and tracking of outcomes, and providing guidance on using Medicaid funding for infrastructure and staffing to support these efforts. The bill also requires the Secretary to conduct a national rate study to determine appropriate rates for housing-related services and supports that will allow providers to pay living wages, reduce turnover, and maintain appropriate staffing ratios.
