This bill requires the Federal financial regulators to issue guidance encouraging financial institutions to work with consumers and businesses affected by a federal government shutdown. The guidance would encourage financial institutions to recognize that consumers and businesses affected by a shutdown may face temporary hardship in making payments, and to consider prudent efforts to modify loan terms or extend new credit to help them. The regulators are also required to issue a press release to alert the public to the guidance, and to report to Congress on the effectiveness of the guidance after a shutdown ends, with the possibility of issuing updated guidance if shortcomings are identified.
