This bill, the "Define the Mission Act," requires the President, in coordination with the Secretary of Defense and the Secretary of State, to develop and submit to Congress a comprehensive report that contains a strategy for United States involvement in Ukraine. The report must define the U.S. national interests at stake, identify specific objectives that must be achieved to protect those interests, provide estimates of the time, resources, and benchmarks required to achieve those objectives, list the expected security assistance contributions from European NATO member countries, and assess the impact of Russia's dominance of the natural gas market in Europe on the ability to resolve the ongoing conflict with Ukraine. The strategy included in the report must be designed to achieve a ceasefire between Russia and Ukraine, and cannot be contingent on U.S. involvement in or funding of Ukrainian reconstruction.
