This Resolution establishes the rules for considering two appropriation bills in the House of Representatives: H.R. 4394, which funds energy and water development for the fiscal year ending September 30, 2024, and H.R. 4364, which funds the Legislative Branch for the same period. For H.R. 4394, the Speaker can immediately bring the bill to the floor for debate, with a limited one-hour general debate period, after which amendments will be considered under a specific procedure. Importantly, any amendments recommended by the Rules Committee (printed in part A of their report) will be considered adopted without a vote, and all objections to considering the bill or its amended provisions are waived. Further amendments are restricted to those listed in part B of the Rules Committee's report, "en bloc" amendments (groups of amendments offered together), or "pro forma" amendments (amendments offered solely for the purpose of debate), with most objections to these also waived. For H.R. 4364, the bill will also be brought to the floor with an amendment from the Rules Committee considered adopted, all objections waived, and a limited debate period followed by a single opportunity to send the bill back for further consideration (motion to recommit) before a final vote.
