This bill amends the Government Code to define "behavioral health services" under Medicaid to include intensive outpatient services and partial hospitalization services. Intensive outpatient services are defined as a time-limited, multifaceted array of outpatient treatment services for mental health and substance use disorders that do not require detoxification or 24-hour supervision. Partial hospitalization services are defined as distinct and organized intensive ambulatory treatment services provided for periods of not more than 24 hours at a location other than a patient's home or in an inpatient or residential care setting. The bill also includes a provision allowing state agencies to delay implementation of any provision of the bill if they determine that a federal waiver or authorization is necessary.
