This bill authorizes the International Boundary and Water Commission (IBWC) to accept funds from federal or non-federal entities to study, design, construct, operate, or maintain wastewater treatment works, water conservation projects, or flood control works. The funds accepted by the IBWC will be deposited into a specific Treasury account and can be used for the activities described. However, the IBWC cannot provide more than $5 million in credit or reimbursement to non-federal entities for the funds accepted in any fiscal year. The IBWC is also required to submit an annual report to Congress detailing the activities and costs associated with the accepted funds.
