This bill: - Expands the local optional teacher designation system implemented by school districts, including adding a new "acknowledged" teacher designation and providing increased funding for master, exemplary, recognized, and nationally board certified teachers. - Establishes a grant program to help school districts implement and expand local optional teacher designation systems and increase teacher salaries. - Increases the basic allotment and guaranteed yield under the public school finance system, and modifies certain allotments under the Foundation School Program, including increasing funding for the teacher incentive allotment and establishing a new teacher retention allotment. - Appropriates over $1.1 billion from the general revenue fund to implement these provisions, including funding for school safety and financial assistance to public school educators and the public school finance system.
