This bill aims to establish year-round, daily commuter rail service between Cape Cod (the towns of Falmouth, Bourne, Barnstable, Yarmouth, and Sandwich) and Boston. It requires the Massachusetts Department of Transportation and the Massachusetts Bay Transportation Authority (MBTA) to conduct a feasibility study to examine the costs, opportunities, and infrastructure upgrades needed to provide this rail service. The study will also look at the feasibility of operating high-speed rail on existing rights of way and consider the commuting patterns of residents in the service area. Additionally, the bill requires the MBTA to begin commuter rail service between Buzzards Bay station and South Station in Boston within 12 months of the bill's effective date, with a minimum of 3 morning and 3 evening peak trips on weekdays.
