This bill creates the Gulf Coast protection account to be administered by the General Land Office. The account will consist of money from gifts, donations, grants, and legislative appropriations. The money in the account can only be used to pay for expenditures necessary to fulfill nonfederal sponsor obligations under agreements with the U.S. Army Corps of Engineers for implementing projects included in the Coastal Texas Protection and Restoration Feasibility Study, as well as for projects necessary or useful for the protection of the Gulf Coast located within the territory of the Gulf Coast Protection District or designated as coastal storm risk management projects within the Coastal Texas Protection and Restoration Feasibility Study. The legislature finds that the expenditure of money in the account serves a public purpose, and the expenditures are subject to state auditor review.
