This bill, the Streamlining Home Installation of New Energies Act of 2023 or the SHINE Act of 2023, requires the Secretary of Energy to develop and support the adoption of a voluntary streamlined permitting and inspection process for authorities having jurisdiction (state, local, or tribal offices) over the permitting of qualifying distributed energy systems. These systems include equipment or materials installed in, on, or near residential buildings to generate electricity from renewable sources like solar and wind, store and discharge electricity from batteries, charge electric vehicles, or refuel hydrogen fuel cell vehicles. The bill directs the Secretary to further develop an exemplary streamlined permitting process, establish adoption targets, provide technical assistance, develop a voluntary inspection protocol, and take other actions to expedite, standardize, and improve the permitting and inspection process. The Secretary is also authorized to provide financial assistance and certify authorities that implement the streamlined process, as well as award prizes to encourage its adoption.
